Bar chart y axis interval digits #910

I'm having an issue in the y axis in which when there are values less than lets say 8, the y axis will repeat values such as 0 0 1 1 2 2 3 3 from top to bottom.

Once it gets to the bigger numbers, this is no longer an issue.

Please advise.
