gr-satellites v4.5 and v3.12

A new stable version of gr-satellites has been released today. The version v4.5 is the first to add support for GNU Radio 3.10, while maintaining support with GNU Radio 3.9. Version v3.12 contains the same functionality for GNU Radio 3.8.

A package of v3.12 for Ubuntu 21.10 is now available in the PPA.

Conda packages are on their way and will be released soon.

Following this release, the master branch has been renamed to main, since the GNU Radio project did the same with their repository some weeks ago. The master branch still exists, to avoid breaking things, but will receive no new commits.

v3.12 packages for Conda are now available. The v4.5 are currently on hold due to some build failures (see conda-forge/gnuradio-satellites-feedstock#47 (comment)).
