Currently DartPad relies on/expects DDC's current AMD module (require.js)-based module system for Flutter compilation.

I'm not super familiar with this system in general or DartPad's use of it, but I'm creating this issue as a tracking issue for understanding what changes may be necessary on DartPad's (or a future iteration of DartPad) end.
