feat: changes to support devnets with quorum rotation

Issue being fixed or feature implemented

Now that quorum rotation is out of alpha testing, we will primarily be deploying networks with QR. This PR adds settings to make deploying this type of network easier.

What was done?

• add llmqinstantsenddip0024=llmq_devnet to devnets
• set logips if debugging dashd
• set minimumdifficultyblocks from config

On devnet-malort
