Misbehavior counting and Ban nodes during Masternode Sync period. #632

During process of Masternode sync, I've noticed that node also count misbehavior score and ban peers a lot.
IMO, the node should not ban peers during syncing this could make syncing take longer time. Am I understand correctly?
