Describe the bug

Clicking on a country within a map redirects to the Place Explorer tool page

Browser: any

Steps to reproduce the behavior:

Go to: this page
Click on a country
...page is wrong

Expected behavior

Drill down to the county level and potentially show more relevant graphs.
