Describe the bug

In Timeline view, when data is unavailable, it's confusing not to see the graph lines getting populated

To Reproduce

URL: timeline

Use the link as a reference, but do enter the countries and variables by yourself and see how confusing it is not to see the lines getting drawn.

Expected behavior

show [N/A] also in the legend
