Nepal: add import scripts and schedule

The Nepal data has been updated once, but for the data to stay up-to-date we still need to include the data import scripts and schedule them in a Github Actions workflow.

@nikeshbalami do you think the code you used to convert the data would be good for a PR so we can automate this data collection?

If not, don't worry, when I have some time I'll adapt it from the scraping code we did on ODD.
