Bug: changing items-per-page still has issues #65

How to recreate:

Go to the forms browse page and land on the last page, as expected.
Change the items-per-page from the default 10 to 50.
The anticipated (buggy) result is that no forms will be displayed. The desired result is that <= 50 forms should be displayed.

A/C:

Figure out the bug and fix it.
