Feature flag to publish CapabilityExports into a ConfigMap

Is your feature request related to a problem? Please describe.

Compliance tools need to be able to validate that certain controls exist in the cluster. Naming bindings gives the module author the ability to add information about what each binding does. However, we need to publish this information in the form of a Kubernetes resource so that the compliance tool may ingest said data.

This should be a feature flag at build time to turn on or off based on if the end user wants that data published

Describe the solution you'd like

• Given a compliance tool wants to get information around what each binding does
• When they query some ConfigMap in Pepr system
• Then they get information about what each binding does
