Swap velero kubectl image

Describe what should be investigated or refactored

Assuming #210 is merged, it contains a kubectl image from Ironbank that is no longer supported. We should swap this to a newer image, ideally when this issue is resolved.

Additional context

At the time of this issue there is no available Ironbank image with which and kubectl, the two requirements for this velero job.

Closing, this is swapped to the Big Bang base image already.
