100% agree with this change. Authservice is very important for the work I'm doing and having it included in slim-dev will make my life much easier. |

Per the pending ADR putting this PR on hold since that would solve the same need with a slightly different approach. |

Closing this out based on the linked ADR - implementation there will adjust the slim-dev bundle to contain authservice. |

Adds optional Authservice component to published slim-dev bundle to enable delivery CICD for mission apps and incentive AppDev teams to use UDS / increase adoption
