Annoucement: archiving the repo

This repository has been inactive for several months, and according to the runwasi contributing document:

If a shim runtime has not been maintained for 6 months it will be subject to removal.

During the last community call, we agreed to archive this repository. I am leaving this issue open for a few weeks to gather feedback and comments. If no concerns are raised, we will proceed with archiving the repository and making it read-only.
