Describe the solution you'd like
Add a GitHub action checking yaml linting in csm-operator and helm-charts to report the errors and warnings in yaml files.

Describe alternatives you've considered
Manually run yamllint in local machine but it can't be enforced.

Additional context
Add a non-mandatory GitHub action for checking the linting/formatting errors in the csm-repository so that we can fix them in the long term.
