[BUG]: Snapshot from metro volume restore as non-metro even if metro storage class is chosen

Bug Description

When restoring a snapshot from a metro volume to a metro storage class, the newly provisioned volume is a regular one. If this is not supported, this should be blocked.

• Create a metro PVC
• Take a snapshot
• Restore it with a metro Storage Class

Expected Behavior

If configuring Metro on restored PV or cloned PV is not supported, this should be blocked in the driver.
