The VA needs to understand the root cause of the prod outage and the steps the CMS team is taking to prevent the outage in the future.

Description or Additional Context

The week of 1/21 - 1/24, Drupal CMS went offline during daily deploy.

Steps for Implementation

• Research the relevant links and data dog to determine source of the outage.
• Document findings in postmortem report.

Acceptance Criteria

• The root cause of why prod CMS went offline 1/21 - 1/24.
• A solution is implemented that resolves prod CMS from the root cause
• Opportunities to proactively prevent prod CMS from going offline in the future.
• Postmortem report submitted to Github repo.
