I believe the limitations of encodingDesc are too restrictive. For example, it is not possible to use the element projectDesc. The coding of metadata (TEIHeader), should be more extensive than the elements within element text. (https://www.tei-c.org/release/doc/tei-p5-doc/en/html/ref-encodingDesc.html)
