Votekick from VC command

tl;dr a command that allows the average user to be able to votekick people from vc for any reason, and a vote number only settable by moderator to prevent abuse of just setting it to 1 vote required from an average user

syntax would prob be
/vcvotekick (user) (reason) [num of votes required [only moderator settable] | all in vc required if a number is not specified]

so the average user would just run [but in discord's view would be]
/vcvotekick user:asoji reason:stop fucking fishing

but a moderator could run in a vc of 5 for example, but requires 3 votes
/vcvotekick user:asoji reason: stop fucking fishing votes:3
