Axis order when using WMS 1.3.0

First of all, thank you for maintaining the great project!

I would like to serve COG file via WMS 1.3.0 with CRS:84. We prefer to use traditional GIS axis ordering.
Btw, I figured out that TiTiler replaces CRS:84 as EPSG:4326.

My question is:

1. I wonder why contributors decided to replace CRS:84 as EPSG:4326.
2. Will there any kind of side-effect if I remove this part?
