User Story

As a maintainer, I want to be able to easily find up to date devfile project contributing guide information, so that I can confidently update the contributing information in each repository to meet the needs of the project.

As decided in the investigation #1353, create a contributing guide template document to define the common layout and information which should be in all contributing guides under devfile organization repositories.

Acceptance Criteria

• Create contributing guide template document
• Define a process if any content under the template document changes
• Ensure all contributing guides follows the layout in the contributing guide template document
