Establish production environment

Introduction

This issue involves establishing a production environment for Dialogporten

Description

The production environment should be isolated from non-prod as much as possible.

Implementation

The is a separate subscription, Dialogporten-Prod, which should be used for all Azure resources related to production. Separate AI-DEV user accounts must be created for production use, including all SPs involved for use i GH actions, migration runners etc.

1. Order new AI-DEV users, which should be given the appropiate accesses to the Prod subscription
2. Create SPs etc for use in Github / runners
3. Establish GH environment
