I vaguely remember that I got Walter to admit that this is more aspirational and not a hard rule. I can't see how we can realistically do everything we need to do without them so we can use, we just need to be judicious about it. I should probably confirm with @WalterBright and open a PR for it. |

Exceptions are overused at the moment however they are not particularly inefficient when used for genuinely exceptional circumstances (if inefficient at all by some measure i.e. the runtime cost can easily be nil)
