Unable to save or set custom registration settings

Steps to reproduce

List the steps to reproduce the behavior:

1. Go to Settings -> Site Security -> Registration Settings
2. Click on Registration Form Type "Custom"
3. Add custom form fields
4. Save and See error

Unable to save custom login forms

Ability to register with custom login forms

In addition to issues #2337 and #3157 which also have to do with the same persona bar Member Accounts => Registration Settings form.
