Allow Indexing module setting can't be unchecked #3656

Description of bug

"Allow Indexing" module setting keeps showing as checked after unchecking it, saving and reloading.

Steps to reproduce

Log in
Enter edit mode in the home page
Hover the "CONNECT and PARTICIPATE" module and click Settings
Expand the "Advanced Settings" section
Uncheck the "Allow Indexing" setting
Click "Update"
Repeat steps 3 and 4.

Current behavior

The "Allow Indexing" setting is checked again.

Expected behavior

The "Allow Indexing" setting should be unchecked.
