When in FR-FR (also FR-CA) the CKEditor gives an error and completely freezes the page.
Install a clean DNN 9.9.1
Go to Site Settings > Languages and add a new language FR-FR (Français - France)
Go to home page and click on the french flag
The url should be similar to http://devel991.dnndev.me/fr-fr/
Click edit on any HTML module
Click the toolbar icon on the CKEditor to open the link dialog
An error is shown on the browser console and the browser stops responding

The popup should open as in any other language
I can only reproduce this error on FR-FR and FR-CA I've tried DE-DE, ES-ES, IT-IT and all seems to work ok
I can reproduce this for the moment on 9.9.1. Will try other versions now.
