Customize the cookie consent value

• Allow customizing the cookie consent value aspnetcore#40164
• Allow custom cookie consent value aspnetcore#40213

I'm not sure the best place to document this. Add links to where we document it to the following:

@daviddesmet can you suggest where this should be documented?

@Rick-Anderson I think it should be in EU General Data Protection Regulation (GDPR) support in ASP.NET Core since is related to the cookie consent.

There's a usage example in the issue dotnet/aspnetcore#40164 I created which can be used as part of the documentation. I actually took part of the code from the GDPR docs to showcase the API usage.
