Add a way for providers to determine how metadata annotations are merged

Sometimes we have to merge two metadata items (like a property on a base and a derived type), when this is done we combine the annotations and for any conflicts one of the values will be overridden. However for structured annotation values it could be possible to combine them if the provider that manages them implements a hook.
