I like this.
It feels all of this (or big majority) is actually importnant for powerusers (wishing to author the rules) and hence should be rather part of the document targetting users (the BuildCheck.md)
This - MSBuild developer - doc might benefit from some extra implementation details - e.g. the need to get the full path to the assembly, which needs to have all deps collocated and how is the template solving this.
