This could be VB 17.13, since we've already merged it and added the language version.

I can't seem to find feature list of VB versions between 15.x and the current latest before this PR.

In VB we do not have any support for "preview" versions, therefore adding a real version is the only option. Also, we haven't actually changed default version to be 17.13. I am not sure what is the appropriate time to make this change.

Makes sense. We should remember to change the default langversion to 17.13 as part of VS 17.13 release. Let's check with @jaredpar for when is a good time to make that switch. I think we could make it now.
