Revert localization back to main after releasing .NET 9 #106433

Temporarily changed localization from main to release/9.0 in the ymls of main and in the release/9.0* branches:

Change OneLocBuild mirror branch to release/9.0 temporarily #106432

Need to revert them to main after we release .NET 9.
