The runtime-coreclr libraries-gcstress0x3-gcstress0xc AzDO pipeline added with #38235 has GCStress=3 disabled, due to there being far too many time out test failures. Once the rest of this pipeline, and the related runtime-coreclr libraries-gcstress-extra pipelines are cleaner, consider enabling and cleaning up GCStress=3 as well.
