Migrating from v2.2.x to v2.3.x, the webadmin UI does not display anymore the toolbar to manage users

The Admin UI does not display the toolbar to manage users

Same problem with admin menu.
No issue with other menus: folders, groups, ...

Steps to reproduce

1. docker run --name sftpgo23 -p 8080:8080 -p 2022:2022 -d "drakkan/sftpgo:v2.3.6"
2. open localhost:8080
3. Create an admin user
4. Display the user menu

Expected behavior

same behavior than v2.2.3 the Admin UI displays the toolbar to manage users

tested with
docker run --name sftpgo22 -p 8080:8080 -p 2022:2022 -d "drakkan/sftpgo:v2.2.3"
