Comment filter (#54)

Some changes for model_comment dropdown filter.

    Now it dynamically changes the dropdown options based on the run_time
    Add an 'all' option to the dropdown menu
    Add a cache_table SQL script to generate a materialized view for ranked_table

Initial stable release
