Python needs to be updated from Python 3.10 to Python 3.12.x, consistent with the version on the NCEP/NCO WCOSS2 hosts.

• Upgrade other modules (i.e. pandas, numpy, matplotlib, plotly, etc.) to Python 3.12-compatible versions and make necessary changes

• test/verify for METplotpy
• update the requirements in the NCO and repository requirements.txt and toml files
