Describe the bug
The instructions found for fast-sync

To Reproduce
Upgrade node to latest at time of this bug report
Perform sudo ruskreset
Execute sudo download_state
Observe Error: Download failed. Exiting.

Expected behaviour
The rusk node should download the archival state and apply it to the database dir

Platform
Intel processor, ultra 5
2 TB NVMe
64 GB RAM
Linux, Ubuntu Desktop, 24.04 LTS

Additional context
Even doing non-sudo produces the same results.
