<p>
Un beau jour on me demande un livre sur la<lb/>
<space/>Suisse. « Quel genre de livre ? Il y en a tant<lb/>
sur ce pays. J’en ai fait au moins deux moi-<lb/>
même. — Je sais. Je voudrais autre chose. Un livre à<lb/>
l’ancienne mode sur les paysages, les mœurs et les<lb/>
relations humaines. Si vous pouviez parler aussi du<lb/>
secret des banques, voilà qui intéresserait tout le<lb/>
monde… »<lb/>
Cette honnête et curieuse proposition émanait de<lb/>
Marcel Thiébaut, directeur d’une nouvelle collection<lb/>
sur les pays de toute la terre. Marcel Thiébaut passait<lb/>
à juste titre pour le critique le plus judicieux<lb/>
des années qui suivirent la dernière guerre. Quand<lb/>
il vous demandait un article pour cette Revue de<lb/>
Paris qu’il faisait presque seul, on aimait se laisser<lb/>
convaincre de lui donner un texte qui allât dans le<lb/>
sens que suggérait son amitié : c’était probablement<lb/>
la formule adéquate, dosant ce que l’on savait faire<lb/>
et l’attente supposée du public. Mais un livre, c’est<lb/>
bien autre chose. Comment écrire à l’ancienne mode ?<lb/>
Et Marcel Thiébaut ajoutait : « Je n’attends pas de<lb/>
vous du Siegfried, vous voyez cela, mais quelque chose<lb/>
de plus intime, avec beaucoup de descriptions… »<lb/>
J’ai rouvert bien des livres sur la Suisse : ils tiennent<lb/>
tout un rayon de ma bibliothèque. Il m’a semblé<lb/>
que l’on avait tout dit. Non seulement sur l’histoire<lb/>
de cette nation, et de chacun de ses vingt-cinq Etats,<lb/>
mais sur les arts et les institutions, la nature et l’éco<lb/>

nomie. Et non seulement avec science et talent dans<lb/>
la synthèse ou la monographie, mais encore avec une<lb/>
espèce d’unanimité convaincante dans l’interprétation<lb/>
et le jugement, dans le hlâme et dans la louange.<lb/>
Un accord étonnant entre Suisses qui s’expliquent et<lb/>
visiteurs qui les découvrent. Peu de problèmes en<lb/>
friche, point de grandes controverses. Un ouvrage<lb/>
d’ensemble ne pouvait apporter qu’un nouvel arrangement<lb/>
de matières bien connues. Rien là qui<lb/>
m’émeuve à écrire.<lb/>
Je m’avisai, pour comble, que le livre d’images<lb/>
que l’on me proposait de composer existait bel et<lb/>
bien, et que c’était un chef-d’œuvre : Cités et Pays<lb/>
suisses, par Gonzague de Reynold. Les hommes de<lb/>
ma génération et de celle qui l’a précédée doivent à<lb/>
Reynold la découverte du vrai passé de leur patrie<lb/>
et d’une dimension nouvelle de sa réalité vivante.<lb/>
Tout ce que les guides ignorent et que les cartes postales<lb/>
sont incapables de faire voir, la durée, la saveur<lb/>
d’une tradition, la mémoire des temps héroïques<lb/>
restituée par la méditation sur une place de bourg<lb/>
médiéval ou sur un horizon de collines boisées et<lb/>
de vergers en fleurs auprès d’un lac qui virent la fuite<lb/>
du Téméraire, la liberté des villes d’Empire, le génie<lb/>
de la cité, les structures de la terre, le message chiffré<lb/>
des monuments et la vérité des légendes, toutes ces<lb/>
sources directes, immédiates et sensibles de la vie de<lb/>
nos petits pays — et même les chartes et les parchemins<lb/>
sont auprès d’elles des documents de seconde<lb/>
main — c’est tout cela que Reynold sut nous apprendre<lb/>
à voir, rajeunissant notre regard et balayant un<lb/>
siècle de clichés officiels. Son œuvre entière d’historien,<lb/>
de dramaturge et de polémiste illustre, avec<lb/>
autant d’agreste poésie que de science bien humanisée<lb/>
et de liberté d’esprit gentiment insolente, le<lb/>
« génie du Fédéralisme ». R y a chez ce châtelain de<lb/>
Cressier près Morat, patricien de Fribourg et descendant<lb/>
des fondateurs de la Suisse primitive, un<lb/>
lyrique de la terre sacrée, des morts sacrés et des<lb/>
bannières flammées, un citoyen toujours prompt à<lb/>
servir l’idéal qu’il se fait de son pays, à se charger<lb/>

de délicates missions diplomatiques, et un Européen<lb/>
de vision large, qui fut un membre très actif de la<lb/>
Coopération intellectuelle, aux beaux temps de la<lb/>
S.D.N. Tous ces traits font de lui, me semble-t-il, un<lb/>
Chateaubriand de l’helvétisme. Mais la Suisse qu’il<lb/>
nous a restituée, il la voit surtout menacée : « Car<lb/>
je crois au passé bien plus qu’à l’avenir. »<lb/>

Sur la Suisse d’aujourd’hui et ses problèmes —<lb/>
industriels, sociaux et politiques —, il nous faut chercher<lb/>
d’autres guides. Reynold nous a montré comment<lb/>
ce petit pays avait pu tenir le rôle moral d’une<lb/>
grande nation. Mais dans le monde en mutation de<lb/>
cette seconde moitié du xx° siècle, la Suisse est-elle<lb/>
une survivance, ou bien le signe avant-coureur d’un<lb/>
avenir possible de l’Europe ? Tout au long de l’ouvrage<lb/>
exemplaire qu’il publiait en 1948, La Suisse,<lb/>
démocratie témoin, André Siegfried s’est posé celte<lb/>
question. Mais il s’est gardé d’y répondre, ou plutôt<lb/>
il n’y a répondu que par la bande, la bande rouge<lb/>
qui ornait le livre : « C’est une grande folie de croire<lb/>
qu’on peut être sage tout seul. » (La Rochefoucauld.) <lb/>
Maxime qui n’est pas aussi claire qu’il y paraît à<lb/>
première vue.<lb/>
Siegfried nous montre une Suisse prospère, industrialisée,<lb/>
démocrate à l’extrême, jalouse de ses diversités,<lb/>
unie par le refus de les uniformiser, libérale et<lb/>
disciplinée, traditionnelle et progressiste, neutre et<lb/>
armée. Il nous décrit un pays que la nature a privé<lb/>
de matières premières et qui parvient à exporter une<lb/>
part plus grande de sa production qu’aucun autre<lb/>
pays du monde, tour de force technique « à base de<lb/>
culture », c’est-à-dire de science appliquée, et j’ajouterai<lb/>
: de savoir-faire, de tour de main, qui est<lb/>
d’abord un tour de pensée. Il nous fait voir un jeu<lb/>
d’institutions dont la complexité s’est révélée pratique,<lb/>
en servant les diversités au lieu de prétendre<lb/>
à les réduire.<lb/>
Et je crois bien qu’il est le seul auteur non suisse<lb/>

qui soit allé si loin dans l’analyse des variétés de<lb/>
l’expérience fédérale sans s’exposer aux démentis<lb/>
amers de ceux qui en vivent et qui en chérissent<lb/>
toutes les nuances. Sa prudence est d’ailleurs égale<lb/>
aux périls qu’il affronte à chaque pas, écoutez-le :<lb/>
« Je me garderai bien de dire que certains cantons<lb/>
sont moins authentiquement suisses que d’autres,<lb/>
mais peut-être pourrait-on suggérer que certains le<lb/>
sont davantage… » Personne n’a mieux marqué les<lb/>
différences entre le Suisse alémanique et le Suisse<lb/>
romand, entre ce dernier et le Français. Personne n’a<lb/>
mieux montré pourquoi la politique se confond, chez<lb/>
ce peuple étrange, avec une administration bien<lb/>
entendue, dont le seul but avoué est d’assurer aux<lb/>
hommes plus de bien-être et d’avantages sociaux.<lb/>
En somme, à cette « démocratie témoin », ce visiteur<lb/>
sérieux et averti n’adresse d’autre critique, si<lb/>
c’en est une, que d’avoir résolu ses problèmes par des<lb/>
moyens valables pour elle seule. Dans le monde où<lb/>
nous vivons, semble-t-il dire, n’est-il pas imprudent<lb/>
d’être aussi sage ? Et c’est ici que nous retrouvons<lb/>
la maxime de La Rochefoucauld, et en ce point j’ai<lb/>
décidé d’écrire ce livre, dans l’espoir de la réfuter.<lb/>

Il est fou d’être sage tout seul, mais non moins fou<lb/>
de renoncer à une sagesse qu’on se voit seul à professer.<lb/>
Voici donc le sage condamné à périr ou à<lb/>
faire école. En d’autres termes : si l’Europe continuait<lb/>
d’être folle à l’unanimité de ses nations, la<lb/>
fédération suisse serait perdue sans nul doute. Mais<lb/>
l’Europe aussi serait perdue. Or je vois qu’elle peut<lb/>
être sauvée d’une balkanisation sans gloire si elle<lb/>
accepte de s’helvétiser, j’entends bien : de se fédérer.<lb/>
On répète que la sagesse suisse, qui est le bon sens<lb/>
fédéraliste, n’est pas objet d’exportation, n’a pas de<lb/>
valeur universelle. C’est ce que pensent aussi trop<lb/>
de Suisses, et voilà bien le reproche qu’il faut leur<lb/>
faire si l’on admire leur solution. Certes le fédéralisme<lb/>
est le contraire d’un système. Ce n’est pas une<lb/>

structure abstraite et géométrique, ce n’est pas un<lb/>
poncif à transporter. Mais il ne va pas sans principes,<lb/>
et ceux-ci m’apparaissent susceptibles d’être appliqués<lb/>
à l’échelle de l’Europe, mutatis mutandis bien<lb/>
entendu : c’est précisément la méthode du fédéralisme<lb/>
authentique.<lb/>

Mais on connaît mal cette méthode si l’on ne<lb/>
connaît pas bien la Suisse, je veux dire : si l’on s’en<lb/>
tient à ses clichés. Il faut donc expliquer la Suisse<lb/>
réelle, celle dont le vrai secret n’est pas le secret des<lb/>
banques mais la pratique fédéraliste. Il y a là certainement<lb/>
la clef du passé suisse, mais celle aussi de<lb/>
l’avenir européen, car les deux sont inséparables :<lb/>
essayer de penser l’un, c’est interroger l’autre.<lb/>
Les Suisses ont-ils suffisamment compris à quel<lb/>
point leur régime, loin d’être menacé par une fédération<lb/>
de l’Europe entière, y trouverait sa meilleure<lb/>
garantie ? Et quant aux militants de l’union européenne,<lb/>
ils ne sauraient étudier d’assez près cette<lb/>
expérience de laboratoire poursuivie depuis un siècle<lb/>
au cœur même de l’Europe avec un succès indéniable,<lb/>
mais au prix de certains sacrifices et non sans<lb/>
compromis difficiles.<lb/>
Et quoi que l’on pense d’ailleurs sur ce sujet, qui<lb/>
est au centre de mon ouvrage, il n’est peut-être pas<lb/>
sans intérêt de connaître, au-delà des clichés, une<lb/>
histoire qui dément la sagesse proverbiale : l’histoire<lb/>
d’un peuple heureux.<lb/>
</p>
<p>
J’ai pris le parti de montrer d’abord comment se<lb/>
forme une fédération. Puis comment elle fonctionne<lb/>
et comment on y vit, ce qu’on y espère et ce qu’on<lb/>
y pense, ce qu’on y crée. Enfin, ce qu’elle peut donner<lb/>
au monde de demain. .Te m’adresse donc d’abord aux<lb/>
« étrangers », à mes compatriotes européens, puis<lb/>
aux Suisses pour leur dire : Voici peut-être comment<lb/>

nous pourrions expliquer cette incongrue machine<lb/>
d’une folle complexité que nous avons montée tous<lb/>
ensemble, que nous ne cessons d’ajuster, et qui marche<lb/>
à la grâce de Dieu malgré la confusion des<lb/>
hommes, — et mieux qu’une autre, en fin de compte.<lb/>
Quant aux omissions très nombreuses que des critiques<lb/>
sérieux pourront me reprocher, les unes sont<lb/>
dues à un manque d’intérêt, les autres à un défaut de<lb/>
compétence. Je suis homme et, je l’avoue sans<lb/>
remords excessif mais non plus sans quelque impatience<lb/>
: beaucoup de choses humaines me demeurent<lb/>
étrangères. « Personne ne peut tout savoir », comme<lb/>
le rappelait la devise de Nicolas Manuel, peintre,<lb/>
poète, soldat, réformateur, banneret de Berne, et<lb/>
Suisse selon mon cœur.<lb/>

Ainsi rêve un touriste au sommet du Righi : Victor<lb/>
Hugo en 1839. Le Righi se situe au centre de la<lb/>
Suisse, à l’intersection des deux droites joignant les<lb/>
points extrêmes de la Suisse actuelle : Genève et<lb/>
Saint-Gall, Porrentruy et le Stelvio. Du Righi, l’on<lb/>
voit par temps clair la chaîne sombre du Jura, de<lb/>
l’ouest au nord ; la plus grande partie du plateau<lb/>
onduleux qui s’étale du Léman au Rodan ; et au sud,<lb/>
la barrière des Alpes, « océan monstrueux figé au<lb/>
milieu de la tempête par le souffle de Jéhovah ».<lb/>
Après une heure passée sur le Righi, Hugo se sent<lb/>

L’émotion est immense. C’est que la mémoire n’est<lb/>
pas moins occupée que le regard, c’est que la pensée<lb/>
n’est pas moins occupée que la mémoire. Ce n’est pas<lb/>
seulement un segment du globe qu’on a sons les yeux,<lb/>
c’est aussi un segment de l’histoire. Le touriste y vient<lb/>
chercher un point de vue ; le penseur y trouve un livre<lb/>
immense où chaque rocher est une lettre, où chaque lac<lb/>
est une phrase, où chaque village est un accent, et d’où<lb/>
sortent pêle-mêle comme une fumée deux mille ans de<lb/>
souvenirs… J’étais seul, je rêvais — qui n’eût rêvé ? -—<lb/>
et les quatre géants de l’histoire européenne venaient<lb/>
comme d’eux-mêmes devant l’œil de ma pensée se poser<lb/>
debout aux quatre points cardinaux de ce colossal paysage<lb/>
: Annibal dans les Alpes allobroges, Charlemagne<lb/>
dans les Alpes lombardes, César dans l’Engadine,<lb/>
Napoléon dans le Saint-Bernard. Au-dessous de moi,<lb/>
dans la vallée, au fond du précipice, j’avais Küssnacht<lb/>
et Guillaume Tell. Il me semblait voir Rome, Carthage,<lb/>
l’Allemagne et la France, représentées par leurs quatre<lb/>
plus hautes figures, contempler la Suisse personnifiée<lb/>
dans son grand homme ; eux capitaines et despotes, lui<lb/>
pâtre et libérateur.<lb/>
La rhétorique est belle, l’émotion vraie. Le point<lb/>
de vue ne pouvait être mieux choisi, les perspectives<lb/>
dans l’espace et le temps mieux ouvertes à leur juste<lb/>
ampleur. Une certaine tradition de l’histoire suisse<lb/>
est ici fixée pour un siècle : Guillaume Tell, pâtre<lb/>
libérateur, triomphant des despotes féodaux et fondant<lb/>
d’un seul trait d’arbalète dans une pomme la<lb/>
plus ancienne démocratie du monde. Du premier<lb/>
chroniqueur national, Ægidius Tschudi (xvie siècle) <lb/>
jusqu’aux manuels scolaires de mon enfance, en passant<lb/>
par l’Histoire des Suisses de Jean de Müller,<lb/>
par Schiller, que Goethe informait et que Rossini mit<lb/>
en musique pour le samedi soir des villes d’eaux, par<lb/>
l’imagerie de Quarante-huit et par beaucoup de peinture<lb/>
éloquente, la légende helvétique s’est imposée.<lb/>
Trois mains levées sous les étoiles, au Griitli, le<lb/>
1" août de 1291, et voici la Suisse fédérale, égalitaire,<lb/>
neutre et pacifique, toute prête à s’agréger<lb/>
d’autres cantons jusqu’à ce qu’elle remplisse tout<lb/>

l’espace que lui assignait la Providence, dans ses<lb/>
frontières d’aujourd’hui.<lb/>
Cette tradition touchante et belle ne recoupe presque<lb/>
en aucun point les réalités vérifiables, mais elle<lb/>
n’en fait pas moins partie de l’histoire suisse, parce<lb/>
qu’avec une puissance plus étendue que celle des<lb/>
armes et des lois, des calculs politiques et même des<lb/>
intérêts, elle a rendu possible et comme nécessaire<lb/>
dans l’esprit des élites progressistes et l’imagination<lb/>
des peuples l’idée d’abord, puis l’avènement en quelques<lb/>
mois au milieu du xix° siècle, d’un Etat suisse<lb/>
très composite mais fortement noué, et stable depuis<lb/>
lors.<lb/>
Tell n’a probablement pas existé, mais sans lui la<lb/>
Suisse fédérale que nous connaissons aujourd’hui ne<lb/>
serait peut-être pas devenue réalité. La volonté, le<lb/>
goût et parfois la passion qu’ont les gens de ce pays<lb/>
d’être Suisses sont des bienfaits que la connaissance<lb/>
exacte des antiquités helvétiques dans leur complexité<lb/>
réelle n’eût pas été capable de susciter. Il<lb/>
arrive que le mythe gouverne les faits d’histoire pour<lb/>
le meilleur et pour le pire, comme il gouverne dans<lb/>
nos existences les passions et souvent les décisions<lb/>
vitales.<lb/>
Mais aujourd’hui la Suisse est faite, ses structures<lb/>
fédérales sont bien articulées, il n’y a plus de danger<lb/>
à distinguer dans l’histoire de sa formation la part<lb/>
accidentelle de la légende et la part des données<lb/>
vérifiables. Ces dernières nous permettront seules de<lb/>
transposer certaines constantes et de projeter dans<lb/>
l’avenir certaines conclusions politiques qu’il est tentant<lb/>
de dégager de notre expérience fédérale, au<lb/>
moment où l’Europe cherche une formule d’union.<lb/>
Plutôt que de conter une fois de plus, en un falla^<lb/>
deux raccourci, la chronique des Ligues suisses jusqu’au<lb/>
xixe siècle, puis celle de la Suisse fédérée à<lb/>
partir de 1848, je vais tenter de confronter les thèmes<lb/>
et les clichés les plus fameux de V« helvétisme »<lb/>
littéraire et populaire avec les faits d’histoire les plus<lb/>
certains.<lb/>

héros. Non certes dans l’idée sotte ou perverse de<lb/>
réduire le sublime au sordide ou seulement à l’insignifiant,<lb/>
mais parce que je crois au contraire que les<lb/>
réalités de l’histoire suisse dépassent largement la<lb/>
fiction quant aux leçons d’avenir qu’elles nous proposent,<lb/>
et qu’elles peuvent suggérer à l’Europe.<lb/>
</p>

« L’histoire suisse commence avec Guillaume Tell. »<lb/>
Le Suisse moyen, quand il lui arrive de penser à<lb/>
son histoire, imagine le serment du Griitli comme un<lb/>
point de départ absolu. C’est l’aube des temps, tout<lb/>
ce qui précède n’est que ténèbres. Le Suisse moyen<lb/>
oublie seulement que 1291, cela se situe tout à la<lb/>
fin du deuxième tiers de notre ère.<lb/>
Avant que se noue le premier germe de ce qui<lb/>
deviendra, si Dieu lui prête vie, la Suisse actuelle,<lb/>
il y a eu déjà plusieurs siècles d’Europe et la<lb/>
grande floraison du Moyen Age. Il y a eu l’essor des<lb/>
monastères, l’empire carolingien, le Saint-Empire,<lb/>
l’art roman et les cathédrales, les croisades, les<lb/>
grandes écoles théologiques, le printemps de l’amour<lb/>
courtois, la chevalerie et les Communes. Tous ces<lb/>
mouvements profonds de l’âme, toutes ces révolutions<lb/>
du sentiment, de l’esprit, de la vie communautaire,<lb/>
ont recouvert le continent ; ils ont formé et<lb/>
transformé les hommes, modelé le visage de leurs<lb/>
pays ; mais déjà la plupart d’entre eux, en cette fin<lb/>
du xiii0 siècle, penchent vers leur déclin ou sont en<lb/>
crise. Tout cela, les Suisses d’aujourd’hui l’ont en<lb/>
commun avec l’Europe entière, et leurs ancêtres y<lb/>
ont participé avec une ardeur créatrice dont les<lb/>
traces monumentales restent visibles de nos jours.<lb/>
Et cependant, lorsque, en 1306, l’avocat normand<lb/>
Pierre Du Bois présente à Philippe le Bel le premier<lb/>
plan connu d’une union de l’Europe en vue de renouveler<lb/>
les croisades, il propose de fédérer un très<lb/>
grand nombre de royaumes, principautés ou républi<lb/>

ques qu’il énumère, mais la Suisse n’est pas mentionnée<lb/>
: c’est un nom qui n’existe pas encore.<lb/>
Faudrait-il en conclure que ce pays peuplé et cultivé<lb/>
depuis des âges, et que l’Histoire n’a pas épargné<lb/>
plus qu’un autre, n’a jamais possédé jusque-là d’individualité<lb/>
distincte ? L’histoire de cette région, en<lb/>
tant que « Suisse », n’aurait-elle pas bien d’autres<lb/>
points de départ possibles, pour le moins aussi<lb/>
convaincants que 1291 ?<lb/>
Il y eut un premier nom qui désigna la plus grande<lb/>
part, et de tout temps la plus peuplée, du territoire<lb/>
de la Suisse actuelle, et ce fut le nom des Helvètes.<lb/>
Ces Celtes, nous dit Jules César, surpassaient en<lb/>
valeur guerrière tous les autres Gaulois, à cause<lb/>
des combats continuels qui les opposaient aux Germains.<lb/>
Enfermés entre le Jura, le Rhin et le Bodan<lb/>
au nord, les Alpes et le Léman au sud, passionnés<lb/>
de la guerre, persuadés de leur force, ils décidèrent<lb/>
de quitter leur pays et de faire de la Gaule entière<lb/>
leur empire.<lb/>
Quand ils se croient prêts pour cette entreprise, ils<lb/>
mettent le feu à leurs quelque douze villes et quatre cents<lb/>
villages, et aux maisons isolées ; tout le blé qu’ils ne<lb/>
devaient pas emporter, ils le livrent aux flammes : ainsi,<lb/>
en s’interdisant tout espoir de retour, ils seraient mieux<lb/>
préparés à braver les hasards à venir ; et ils ordonnent<lb/>
que chacun emporte de la farine pour trois mois.<lb/>
César les poursuit avec ses légions levées à la hâte,<lb/>
les rejoint à Bibracte, près d’Autun, les bat et oblige<lb/>
leurs débris à regagner leur pays d’origine, quitte à<lb/>
rebâtir leurs cités.<lb/>
Les Helvètes auraient-ils fondé la première Suisse<lb/>
bien définie ? Il est curieux que leur nom ait donné<lb/>
beu d’une part à la désignation « sublime » de la<lb/>
Suisse : c’est la « libre Helvétie » des romantiques<lb/>
et de nos chants patriotiques, ou l’Helvetia des inscriptions<lb/>
latines, des monnaies et des timbres-poste<lb/>
— et d’autre part à une certaine dérision de nos ver<lb/>

tus autant que de nos travers : l’honnêteté ou le<lb/>
sérieux des Suisses sont souvent qualifiées d’« helvétiques<lb/>
» comme leur lourdeur 1. Tel personnage de<lb/>
Giraudoux s’irrite contre Rousseau : « Décevant<lb/>
Helvète ! »<lb/>
Mais l’Helvétie assujettie par les Romains, comme<lb/>
devait l’être un peu plus tard la Rhétie alpestre —<lb/>
dont la population venait de l’Illyrie, aujourd’hui<lb/>
yougoslave, et de la Vénétie — cessa vite de former<lb/>
dans l’Empire une unité territoriale. Aux 110 000<lb/>
rescapés de Bibracte, rapatriés par Jules César, se<lb/>
mêlèrent les légions romaines, les administrateurs,<lb/>
les constructeurs de routes et de nombreuses cités<lb/>
prospères (dont plus d’une mérita le titre d’Augusta) ,<lb/>
enfin des colonies de vétérans. L’hérédité helvète des<lb/>
Suisses d’aujourd’hui est donc diluée à l’extrême, les<lb/>
Alamans et les Burgondes s’étant établis en grand<lb/>
nombre, dès le début du Ve siècle, sur les ruines en<lb/>
partie désertées des villes et des bourgades gallo-<lb/>
romaines. Mais un autre héritage plus certain de<lb/>
l’époque helvéto-romaine s’est transmis à la Suisse<lb/>
médiévale et régionale. Les pagi jouissaient chez les<lb/>
Helvètes d’une vie locale plus libre et plus diversifiée<lb/>
que celle qu’on a pu constater dans les autres<lb/>
« nations » des Gaules. Le morcellement romain ne<lb/>
fit qu’accentuer ce premier caractère constant, où<lb/>
plusieurs historiens modernes voient l’origine de<lb/>
l’existence avant tout cantonale des Suisses.<lb/>
La formation des royaumes successifs de Bourgogne<lb/>
et du duché d’Alamanie provoquera aux siècles<lb/>
suivants une diversification d’une autre sorte : à<lb/>
l’est s’implanteront des dialectes germaniques, à<lb/>
l’ouest un langage romanisé, tandis qu’au sud-est<lb/>
rhétique, le latin des soldats, lentement transformé,<lb/>
deviendra le ladin et le romantsch.<lb/>
Conquise par les Francs puis intégrée à l’empire<lb/>
de Charlemagne, la région du Plateau et des Alpes<lb/>

ne connaîtra plus d’unité distincte pendant des siècles.<lb/>
Après le partage de Verdun, un second royaume<lb/>
de Bourgogne et le duché d’Alamanie s’allient provisoirement<lb/>
pour faire face aux raids des Hongrois,<lb/>
qui viennent de l’est, et aux pirates arabes qui viennent<lb/>
du sud. Mais bientôt la dissolution féodale de<lb/>
ces deux souverainetés, dont héritent les rois du<lb/>
Saint-Empire, donne naissance à une bigarrure<lb/>
indescriptible de fiefs enchevêtrés, de cités libres,<lb/>
d’abbayes, d’évêchés, d’avoueries impériales, et de<lb/>
communautés foncières ou propriétés collectives,<lb/>
selon la formule de 1 ’Allmend héritée du droit germanique,<lb/>
et qui a subsisté jusqu’à nous dans les<lb/>
vallées centrales des Alpes. Tout cela, fondu dans le<lb/>
grand corps du Saint-Empire romain de nation germanique.<lb/>
A la faveur de la faiblesse de ce lien trop<lb/>
lointain, trop idéal, des familles gouvernantes se<lb/>
constituent. Dans le domaine de l’actuelle Suisse, les<lb/>
principales seront les Zâhringen, les Lenzbourg, les<lb/>
Kybourg, les Savoie, les Neuchâtel, et enfin les Habsbourg.<lb/>
<lb/>
Bertold de Villingen, fils d’un « homme libre » du<lb/>
Brisgau, reçoit de l’empereur Henri IV le titre de<lb/>
duc de Zâhringen et l’avouerie impériale de Zürich,<lb/>
dont le couvent de Fraumünster possède la suzeraineté<lb/>
de la vallée d’Uri. Ses descendants vont dominer<lb/>
la plus grande partie du pays, entre le Rhin, les<lb/>
Alpes et le Léman, jusqu’au début du xme siècle. Ils<lb/>
fondent des villes, Fribourg et Berne, fortifient les<lb/>
cités romandes et leur donnent des franchises qui<lb/>
les libèrent des seigneurs environnants et du clergé.<lb/>
Le duc Conrad est investi par l’empereur du titre de<lb/>
« recteur de Bourgogne ». Son petit-fils, Berthold V,<lb/>
se voit offrir la couronne impériale par les Gibelins,<lb/>
à la mort d’Henri IV, mais la refuse. Les Savoie lui<lb/>
ont déjà repris une partie de la Romandie, lorsqu’il<lb/>
meurt sans enfants en 1218. Jamais la Suisse n’avait<lb/>
été plus proche de s’unifier sous un pouvoir quasi<lb/>
royal. Faut-il dater des Zâhringen ses origines ? Mais<lb/>
personne n’y songe sérieusement. Seuls les Bernois<lb/>
restèrent longtemps fidèles au souvenir de leurs ducs.<lb/>

Il est curieux de replacer dans ce contexte le fait que<lb/>
Berne est aujourd’hui la « ville fédérale » de la<lb/>
Suisse.<lb/>
Quant à l’héritage immédiat des Zâhringen, il<lb/>
donne lieu à des contestations d’une infinie complexité.<lb/>
Les Kybourg et les Savoie tentent d’arrondir<lb/>
leurs possessions, aux dépens les uns des autres.<lb/>
Leur lutte, longtemps incertaine, va séparer une fois<lb/>
de plus — cette fois-ci pour longtemps — l’est alé-<lb/>
manisé et l’ouest latinisé, mais elle se terminera, avec<lb/>
le deuxième tiers du xm° siècle, au profit d’un troisième<lb/>
larron.<lb/>
En Alsace et en Argovie, aux alentours de l’an<lb/>
mille, une famille dont le nom primitif serait Habicht<lb/>
commence à se manifester. Vers 1025, elle construit<lb/>
le château fort de la Habsbourg tout près des ruines<lb/>
de Vindonissa, autrefois capitale militaire de l’Hel-<lb/>
vétie romanisée. Les Habsbourg ont déjà le génie des<lb/>
mariages : ils épousent des Lenzbourg, des Kybourg,<lb/>
et des cousines éloignées qui ramènent dans la<lb/>
famille les héritages en voie de dispersion. Rodolphe<lb/>
Pr qui est né en 1218, l’année de l’extinction des<lb/>
Zâhringen, se trouve ainsi le successeur de la majeure<lb/>
partie du domaine des Kybourg lorsque cette dynastie<lb/>
s’éteint elle aussi en 1263. Est-ce lui qui va fonder<lb/>
la Suisse ? Il ne s’en faudrait plus que de quelques<lb/>
campagnes pour ramener sous son obédience les<lb/>
villes romandes, le pays de Vaud et Bâle. S’il pouvait<lb/>
au surplus resserrer son emprise sur les communes<lb/>
forestières qui commandent les cols des<lb/>
Alpes, il serait enfin le maître et l’unificateur de<lb/>
l’ancien territoire des Helvètes. Par l’astuce et la<lb/>
force alternées, il est en train d’y réussir. Il a mis<lb/>
le siège devant la résidence de l’évêque de Bâle, en<lb/>
1273. Mais c’est là que lui parvient la nouvelle de<lb/>
son élection à l’Empire.<lb/>
Désormais, le destin des Habsbourg va se détacher<lb/>
rapidement de celui de leur pays d’origine. Tandis<lb/>
que les premiers confédérés, lentement, ville à ville,<lb/>
en trois siècles, étendront le réseau de leurs ligues<lb/>
sur les fiefs alémanes de Rodolphe et en chasseront<lb/>

ses descendants, c’est aux dimensions de l’Europe et<lb/>
bientôt de deux Amériques que les Habsbourg, dans<lb/>
le même temps, étendront leur pouvoir impérial et<lb/>
royal. Au xvie siècle, Charles Quint aura sans doute<lb/>
perdu le berceau de sa famille, mais il régnera sur<lb/>
le monde.<lb/>
J’anticipe, mais c’est pour poser dans leur vraie<lb/>
perspective historique deux phénomènes européens<lb/>
promis à une durée exceptionnelle et tirant tous les<lb/>
deux leurs origines des mêmes lieux et des mêmes circonstances<lb/>
: la maison de Habsbourg et la Suisse.<lb/>
Vers 1900, au cours d’une réception à la Hofburg, un<lb/>
secrétaire de légation issu d’une vieille famille de la<lb/>
Suisse orientale fut présenté à l’empereur et jugea<lb/>
spirituel de lui rappeler que des Habsbourg avaient<lb/>
été vassaux de ses ancêtres, pour certains fiefs, au<lb/>
xn° siècle. « Il faut avouer que nous avons mieux<lb/>
réussi ! » dit François-Joseph en souriant. Mais la<lb/>
petite fédération républicaine survit à la fédération<lb/>
de monarchies qui fut le chef-d’œuvre des Habsbourg.<lb/>

Les unités ou formations distinctes dont on vient<lb/>
de rappeler la succession furent autant de « Suisses »<lb/>
avant la lettre, beaucoup plus vastes par leur territoire<lb/>
et plus complètes par leur composition que la<lb/>
ligue qui va se former à partir d’un noyau minuscule<lb/>
en cette fin du xiii6 siècle. On pourrait donc faire<lb/>
remonter l’histoire des Suisses à l’Helvétie, ou au<lb/>
duché des Zâhringen, ou au domaine des Habsbourg :<lb/>
autant d’origines éligibles. Mais le fait est que les<lb/>
historiens de ce pays, traduisant le sentiment populaire<lb/>
autant qu’ils ont contribué à le renforcer, n’ont<lb/>
jamais hésité à fixer pour point de départ de notre<lb/>
évolution, un pacte conclu entre les trois vallées<lb/>
d’Uri, de Schwyz et de Nidwald aux environs de 1300.<lb/>
Ce choix révèle quelque chose d’essentiel quant à<lb/>
la nature même de la Suisse. Il signifie que la Suisse„<lb/>
aux xjeux des citoyens qui s’en réclament, n’est pas<lb/>

avant tout un « domaine », comme le fut le royaume<lb/>
des Capétiens, mais un régime ou une formule d’association.<lb/>
<lb/>
LTIelvétie n’était guère qu’une unité de race et de<lb/>
géographie. Et le duché des Zâhringen ne fut que<lb/>
l’unité territoriale imposée par une dynastie. Mais<lb/>
la Suisse s’est constituée comme un système d’unions<lb/>
jurées, garantissant des libertés particulières. Ce<lb/>
n’est pas l’ambition de créer une puissance collective<lb/>
et d’étendre ses hases territoriales, mais au contraire<lb/>
la volonté de sauvegarder des indépendances locales,<lb/>
qui explique la naissance de cette communauté et sa<lb/>
continuité profonde jusqu’à nos jours. Il convient<lb/>
de remonter à ces données premières si l’on veut<lb/>
expliquer notre civisme, notre attachement de plus<lb/>
en plus conscient aux procédés fédéralistes, et finalement<lb/>
notre neutralité moderne.<lb/>
<space/>C’est dans cette perspective qu’il faut interpréter<lb/>
la décision de dater notre histoire d’un pacte qui<lb/>
demeura longtemps inaperçu, et que l’on prit après<lb/>
coup pour origine du développement dont il illustre<lb/>
le principe.<lb/>
Voyons maintenant à quelles réalités cette tradition<lb/>
si pleine de sens se réfère.<lb/>

Le cadre de l’action est le Saint-Empire. Le lieu,<lb/>
une région très réduite, au sommet de cet arc des<lb/>
Alpes qui sépare la partie septentrionale et la partie<lb/>
méridionale de l’Empire. Les protagonistes sont<lb/>
l’Empereur, les Habsbourg et les Waldstàtten. La<lb/>
péripétie initiale est fournie par l’aménagement, dès<lb/>
le début du xm° siècle, de la route traversant le Saint-<lb/>
Gothard : c’est le seul col qui relie d’un seul trait les<lb/>
deux moitiés du Saint-Empire, des plaines lombardes<lb/>
à la Rhénanie et à la Souabe. Partout ailleurs, il y<lb/>
a deux ou trois chaînes à traverser.<lb/>

Le passage du Gothard est une de ces créations étonnantes<lb/>
qui prouvent jusqu’à quel point les efforts de<lb/>
l’homme peuvent triompher de la nature. Le chemin,<lb/>
qui a quatre lieues depuis Altdorf jusqu’à Airolo, n’a<lb/>
jamais moins de dix pieds de large et ordinairement en<lb/>
a douze ou quinze ; il est pavé dans la plus grande partie<lb/>
de sa longueur en quartiers de granit, et semble être<lb/>
un ruban jeté négligemment sur les montagnes qu’il<lb/>
franchit.<lb/>
Arrêtons-nous d’abord en ce lieu remarquable qui<lb/>
de tout temps a fasciné les voyageurs doués de quelque<lb/>
sens poétique de l’histoire et des influences telluriques.<lb/>
Lieu de passage, mais aussi lieu de sources,<lb/>
col impérial et naissance des fleuves les plus prestigieux<lb/>
de l’Europe. Or, tous les seuils détiennent un<lb/>
caractère sacré et toutes les sources une puissance<lb/>
radiante, et tout cela entre en composition dans le<lb/>
mystère qui émane de ce massif central, de cette<lb/>
croix de vallées et de ce château d’eau. A peine distantes<lb/>
de quelques lieues du col : source du Rhin,<lb/>
source du Rhône, sources de l’Inn et du Tessin,<lb/>
affluents principaux du Danube et du Pô. Ce qui faisait<lb/>
écrire au chevalier de Roufflers que du sommet<lb/>
du Saint-Gothard « l’on peut cracher dans l’Océan<lb/>
et dans la Méditerranée ». Une vallée s’en va vers<lb/>
le sud italien par un long défilé que domine l’hospice<lb/>
du Saint-Gothard, cube granitique et nu près d’un<lb/>
lac pur ; une vallée s’enfonce vers le nord germanique<lb/>
entre deux parois de roches noires, creusée par<lb/>
un torrent qu’enjambe le Pont-du-Diable. Vers l’est<lb/>
et vers l’ouest deux routes de col commencent la<lb/>
vallée du Rhin par l’Oberalp qui conduit aux Grisons<lb/>
rhétiques, et la vallée du Rhône par la Furka qui<lb/>
conduit au Valais latin. Et, au milieu, dans un cirque<lb/>
de prairies à l’herbe grasse, environné de hautes<lb/>
pentes dénudées que couronne parfois la tranche d’un<lb/>
glacier, les villages d’Andermatt et d’Hospental se<lb/>
groupent autour d’une grosse église baroque et d’un<lb/>
donjon romain sur un rocher.<lb/>

En ce lieu se sont noués les destins de la Suisse, au<lb/>
xin° siècle. Voyons les personnages du drame.<lb/>
Frédéric II, dernier empereur Hohenstaufen, est<lb/>
aux prises avec Rome et le parti des papes, mais<lb/>
aussi avec les grands vassaux qui sont en train de se<lb/>
tailler des souverainetés héréditaires aux dépens de<lb/>
l’allégeance impériale, même s’ils se déclarent Gibelins.<lb/>
Parmi ces vassaux, les Habsbourg, qui possèdent<lb/>
fiefs et avoueries dans le pays des Waldstâtten.<lb/>
<space/>Waldstatten signifie à peu près : coopératives ou<lb/>
communes forestières, associations des gens d’une<lb/>
vallée possédant la terre en indivision. Ces communautés<lb/>
sont régies par des assemblées régulières<lb/>
groupant nobles, libres et serfs, les Lcindsgemeinde.<lb/>
Or, il se trouve que ces communes rurales commandent<lb/>
les abords du Saint-Gothard, sur le versant<lb/>

septentrional des Alpes. Uri, c’est une longue vallée<lb/>
où descend la route du col, longeant ou enjambant<lb/>
la Reuss, vers le lac qu’on nomme aujourd’hui des<lb/>
Quatre-Cantons (Vierwaldstâttersee). Schwyz, c’est<lb/>
au nord du lac, dans un cirque bien évasé de pâturages<lb/>
dominés par les hauts rochers des Mythen, le<lb/>
débouché vers Zürich et la Souabe. A l’ouest, les collines<lb/>
et vallées de l’Obwald et du Nidwald dominent<lb/>
l’autre extrémité du lac, et descendent jusqu’aux<lb/>
abords de la ville de Lucerne, débouché vers Bâle et<lb/>
la Rhénanie. Ce carrefour de distribution du trafic<lb/>
alpestre, autour du lac aux nombreux bras en forme<lb/>
de fjords, présente un intérêt particulier pour les<lb/>
souverains qui tiennent à garder libre de toute intervention<lb/>
des seigneurs locaux la route la plus courte<lb/>
joignant les deux moitiés du Saint-Empire. Voilà<lb/>
pourquoi Henri, fils et vicaire de Frédéric II, accorde<lb/>
à la vallée d’Uri, dès l’an 1231, Y immédiat été impériale,<lb/>
franchise habituellement réservée aux villes1<lb/>
et qui a pour effet de les libérer de la suzeraineté des<lb/>
comtes locaux. Une communauté « immédiate à<lb/>
l’Empire » ne dépend plus que de la couronne européenne.<lb/>
En 1240, la commune de Schwyz, menacée<lb/>
par l’extension des Habsbourg, obtient de Frédéric<lb/>
lui-même une lettre l’assurant de sa protection spéciale.<lb/>
Dans le même temps, deux communes se forment<lb/>
dans le Nidwald et dans l’Obwald, où les<lb/>
Habsbourg ont acquis quelques terres.<lb/>
Il est possible et même probable que ces petites<lb/>
communautés aient noué certains liens secrets dès le<lb/>
milieu du xm° siècle, et sans doute une alliance militaire<lb/>
en 1273, au moment de l’élection de Rodolphe.<lb/>
Il est certain que leurs libertés se voient garanties<lb/>
par l’Empire à proportion de leur proximité du<lb/>
Saint-Gothard.<lb/>
L’Empereur et les communes affranchies pour<lb/>
assurer la liberté de passage du col ont partie liée<lb/>
contre les Habsbourg, lesquels s’efforcent méthodiquement<lb/>
de rassembler en un tout continu leurs<lb/>

fiefs épars sur le plateau et dans les vallées qui<lb/>
entourent le lac, et de multiplier châteaux forts et<lb/>
péages contrôlant le trafic du Gothard.<lb/>
L’interrègne qui suit la mort de Frédéric (de 1250<lb/>
à 1273) a laissé les Waldstàtten sans recours suprême.<lb/>
Livrés à eux-mêmes, ils ont pris des habitudes d’autogouvernement,<lb/>
tandis que les Habsbourg renforçaient<lb/>
leur pression.<lb/>
Mais voici le coup de tonnerre : Habsbourg devient<lb/>
empereur ! Le protecteur lointain et le plus proche<lb/>
ennemi des privilèges impériaux, soudain, sont<lb/>
confondus en un seul homme. Ce court-circuit allume<lb/>
les feux sur la montagne, signes de résistance concertée<lb/>
qui salueront bientôt, selon la légende, le Pacte<lb/>
entre les trois communautés. Et de nos jours encore,<lb/>
chaque année, au soir du 1er août, la Suisse entière<lb/>
se constelle de milliers de feux sur les hauteurs et<lb/>
sur les places publiques. Devant eux, tout le peuple<lb/>
chante.<lb/>

Quel est l’état social des Waldstàtten, au moment<lb/>
du drame initial qui les oppose aux comtes de<lb/>
Habsbourg ? Les trois communautés foncières et<lb/>
d’exploitation1 2, quoique habitant des vallées contiguës,<lb/>
parlant même langue alémanique et formées des<lb/>
mêmes races 3, présentent des différences bien marquées<lb/>
quant à leurs dominantes sociales. Les trois<lb/>
classes principales sont la noblesse, les libres et les<lb/>
serfs. La première domine en Uri, la seconde à<lb/>
Schwyz, qui compte à cette époque deux tiers de<lb/>
libres, tandis que ces derniers ne constituent qu’à<lb/>

peine un tiers de la population de l’Obwald et du<lb/>
Nidwald. Que sont les libres ? Des propriétaires et<lb/>
paysans ne relevant pas des seigneurs, et qui sont ou<lb/>
se disent socialement les égaux de la noblesse, laquelle<lb/>
se marie parmi eux sans déroger. (Tout libre peut,<lb/>
au moins théoriquement, briguer la couronne impériale.) <lb/>
La classe des libres, partout ailleurs en décadence<lb/>
et glissant au servage, s’est maintenue d’une<lb/>
manière exceptionnelle dans ce petit coin de l’Empire.<lb/>
Quant aux serfs des vallées alpestres, nous<lb/>
avons vu qu’ils participent aux assemblées locales,<lb/>
avec les autres classes, et ont part au gouvernement<lb/>
de leur commune. Ceux qui relèvent des abbayes<lb/>
jouissent d’un statut à peu près comparable à celui<lb/>
des libres. Dans l’ensemble, les Waldstâtten sont<lb/>
donc l’une des populations les plus riches en privilèges<lb/>
de toutes celles qui relèvent de l’Empire. Mais<lb/>
c’est Uri qui a reçu les premières lettres d’innnédia-<lb/>
teté, tandis que l’Unterwald n’en a pas, et que les<lb/>
franchises de Schwyz resteront longtemps contestables.<lb/>

Cependant, ces communautés ont à compter avec<lb/>
un grand nombre de biens, parcelles et droits fonciers<lb/>
que possèdent dans leurs vallées, à titre personnel<lb/>
ou pour l’Empire, l’abbaye du Fraumünster de<lb/>
Zürich, les Lenzbourg, et enfin les Habsbourg. Ces<lb/>
derniers sont notamment avoués impériaux du couvent<lb/>
d’Einsiedeln, près de Schwyz, et de la vallée d’Ur-<lb/>
seren, située au cœur du Gothard. Des baillis ou<lb/>
intendants, leurs créatures, tentent de gouverner le<lb/>
pays. Or, ces baillis sont presque tous choisis dans la<lb/>
classe des ministériaux„ fonctionnaires du dynaste et<lb/>
qui ne sont souvent que des serfs récemment faits<lb/>
chevaliers.<lb/>
Tels sont les éléments du conflit décisif. Les<lb/>
Waldstâtten respectent les Habsbourg, qui sont en<lb/>
somme « du pays », sinon précisément des vallées<lb/>
alpestres. Mais ils redoutent l’emprise croissante de<lb/>
cette famille sur la route du Saint-Gothard, cause<lb/>
directe de leurs privilèges et symbole très concret de<lb/>
leur mission commune : ils en sont la grand-garde<lb/>

pour l’Empire, contre les entreprises des féodaux. Et,<lb/>
d’autre part, ils se rebellent contre les intendants mi-<lb/>
nistériaux : c’est une question d’honneur, et ce n’est<lb/>
pas du tout une réaction de « démocrates ». Un<lb/>
« libre » ne saurait être jugé par un bailli fraîchement<lb/>
issu de la servitude, et qui au surplus vient<lb/>
d’Argovie, ou de Zürich, par la seule grâce du comte<lb/>
Rodolphe. Seul, ce second motif de résistance est<lb/>
expressément invoqué dans le pacte de 1291. Ce que<lb/>
les Waldstâtten refusent, ce sont les juges « étrangers<lb/>
à leurs vallées ». Ce qu’ils défendent, ce sont<lb/>
leurs privilèges, plus denses ici qu’ailleurs, et qui<lb/>
équivalent à des libertés politiques, au sens le plus<lb/>
concret, le moins moderne du mot.<lb/>
Revenons à nos trois protagonistes. Où en sont-ils<lb/>
en 1291 ?<lb/>
<space/>Certes, on ne peut accuser Rodolphe d’avoir abusé<lb/>
de ses pouvoirs. Il n’a pas été un despote. Il a maintenu<lb/>
les libertés des Waldstâtten, qui l’ont même<lb/>
accepté pour juge en certains cas. Mais si l’un de ses<lb/>
fils lui succède à l’Empire, que se passera-t-il ? A la<lb/>
suite des victoires remportées par Rodolphe sur Otto-<lb/>
kar de Bohême, ces fils ont reçu des duchés, l’Autriche,<lb/>
la Styrie, la Carinthie, et leur centre de gravité<lb/>
n’est plus l’Argovie proche, mais Vienne. S’il<lb/>
leur prenait envie de mêler un peu les intérêts de<lb/>
l’Empire et ceux de leur famille ? Sait-on jamais ?<lb/>
Rodolphe meurt à Spire, le 15 juillet. Quinze jours<lb/>
plus tard, les trois communes d’Uri, de Schwyz et<lb/>
d’Unterwald renouvellent à tout événement le traité<lb/>
d’assistance mutuelle sans doute conclu un demi-<lb/>
siècle ou une vingtaine d’années auparavant. Cet acte<lb/>
étant resté longtemps secret, il faut bien croire qu’il<lb/>
n’a pas résulté de délibération des assemblées réunies<lb/>
sur la place des bourgades principales. Seuls les<lb/>
chefs en ont pris l’initiative et ont fait rédiger le pacte<lb/>
en bon latin. Quels sont ces chefs ?<lb/>
Le pacte du 1" août 1291 ne porte aucune signature,<lb/>
aucune indication de lieu. Cependant, nous savons<lb/>
