Process local pre-downloaded data (suggestion/query)

It's not clear from the documentation / command line options, so this may exist - but it would be useful if there was an option for the download step tobe skipped, with the ability to just specify a directory already containing the MDC61A1 product locally (this may be vital when running on HPC systems with limited internet connectivity).
