AC:

  1. Configuration to include JWT users for each PKH similar to authorized_keys
  2. User credentials rotation option. Provision to configure new credentials along with an expiry time for older credentials. The signatory should be restarted for the config changes to become effective.
  3. Don't accept secrets that don't meet the safety standard.
