Describe the bug

Dashboard reads plugin registry url from field [1]. If field [2] is set then operator just removes [1] from the spec. As a result, dashboard does nothing about plugin registry.

[1] components.cheServer.extraProperties.CHE_WORKSPACE_PLUGIN__REGISTRY__URL
[2] spec.components.pluginRegistry.externalPluginRegistries

Steps to reproduce

  1. Deploy Eclipse Che
  2. Configure spec.components.pluginRegistry.externalPluginRegistries
  3. Check dashboard, plugin are not available

Expected behavior

Dasboard reads plugins from external registry
