Recipe Location URL incorrect

The recipe location URL (e.g. http://192.168.99.100:8080/dashboard/eclipse/debian_jre for "eclipse/debigna_jre") shown in the Stack's or Workspace's Runtime's detail section is incorrect.

It results in HTTP 404.

Reproduction Steps:

1. For Workspace
   1. Create a workspace
   2. Open the workspace using configure workspace option
   3. Go to Runtime section
   4. Click on the link in the Recipe Location
2. For Stacks
   1. Go to stacks section of the Dashboard.
   2. Open any existing stack
   3. Go to Runtime section
   4. Click on the link in the Recipe Location
