Is your task related to a problem? Please describe.

The dependency caching aspect of yarn v2 would benefit us downstream, and makes migration of the che-plugin-registry a prerequisite for building in brew.

Describe the solution you'd like

Migrate to yarn v2 and implement cached dependencies.

Describe alternatives you've considered

Leave it as is and try to figure out a solution downstream.
