File user_defines.v has the following comment:

// Configurations of GPIO 15 to 25 are used on caravel but not caravan.

which is incorrect. The line should say "GPIO 14 to 24" and the space-separated block of definitions should be adjusted accordingly.

Not urgent enough to fix for this tapeout but I have attached it to the "caravel future" project so it will be fixed for the next one.
