Extend the range of mass attenuation coefficient data to below 1 keV #42

CXRO can provide transmission and absorption below those ranges but the NIST data (which is the current data source for the mass attenuation coefficients) only goes down to 1 keV. There should be a way to integrate the CXRO data and merge it with the NIST data.
