These tests set up server listeners and create libbeat clients with varying proxy settings, and verify that the clients ping the correct target URL. This is a preparation for #11713, since most of the logic (and work) is in testing the proxy settings; the much simpler PR adding the proxy-disable flag will be a followup to this one, to keep the functional changes isolated in case of rollbacks etc.

Add a `proxy_disable` output flag that can disable output proxy settings even if they are set in environment variables (HTTP_PROXY, etc., as specified in [the Golang http package](https://golang.org/pkg/net/http/#ProxyFromEnvironment)). This was requested because specifying a blank Proxy field will still fall back to the environment variables, which may not be easily modified by the caller, especially on windows. Setting proxy_disable can bypass all proxies with only a configuration change. Resolves #11713.

There is currently no way to tell Filebeat to ignore the HTTPS_PROXY or HTTP_PROXY environmental variables aside from relying on another environment variable, the NO_PROXY variable. In Windows environments this is particular difficulty because:
Filebeat should support a configuration option of its own for this purpose.
