Currently the BK agent runners for beats/elastic-agent are either on Python 3.9 or 3.10. Both versions do not receive bugfixes, only security updates. Python 3.9 will enter EOL in mid-late 2025.

I suggest we bump the Python version to at least python 3.12, preferably 3.13.

This will likely involve changes in the https://github.com/elastic/ci-agent-images as well.
