Is your feature request related to a problem? Please describe.
The kibana-upload command only works with 7.9. This was known to the rules team, but wasn't widely documented and confused eager users of the repository that attempted to upload rules to 7.8.

Describe the solution you'd like
Now that there's a downgrade process, we should downgrade rules before uploading to Kibana. If the version is pre-7.8, the existing exceptions will be raised.
