Search in EuiSearchBar filter list is broken

@bevacqua can you verify which EUI component is used there and what the props passed in are?

This is not an EUI issue per se, in that the search is prefix-based, but we were wrapping item list values in " quotes

(because of an older EUI bug where 6.5.0 or so wouldn't be parsed properly as part of the query expression)
