Steps to reproduce:

  1. Set xpack.spaces.enabled: false
  2. Attempt to navigate to Upgrade Assistant. Note user is redirected back to the Stack Management overview page.

Currently infra is a required plugin in Upgrade Assistant. The infra plugin requires spaces, so if spaces is disabled, it will also cause UA to be disabled.

The infra plugin should be changed to an optional dependency. If it is not enabled, then we should not show the "Observability" panel in the UI.
