Describe the bug:
The add agent flyout flickers and shows Enable APM & Fleet while user click on Add agent button.

Preconditions:

1. Elastic 8.1.0-SNAPSHOT environment should be deployed.

Steps to Reproduce:

1. Navigate to the Fleet tab under Security app.
2. Click on the add agent button.
3. Observe that the add agent flyout flickers and shows Enable APM & Fleet while user click on Add agent button.

Actual Result:
The add agent flyout flickers and shows Enable APM & Fleet while user click on Add agent button.

Expected Result:
The add agent flyout should not flicker and should not show Enable APM & Fleet while user click on Add agent button.

We have revalidated this issue on the latest 8.1.0-BC3 build and observed that the issue is still reproducible.
However, now while the add agent flyout flickers the message is changed and shows Enable Fleet Server. Please find below the testing details:

• The add agent flyout flickers and shows Enable Fleet Server while user click on Add agent button.

We have tested this issue on the latest 8.2.0-BC1 build and observed that the issue is fixed now. Please find below the testing details:

• The add agent flyout does not flicker while user click on Add agent button.
