Identified on 8.7/main, but present in previous releases, if you import rules/exceptions/actions and there are multiple error toasts, clicking on one error toast dismisses the other, so the user would need to re-import to reproduce the errors (if they can) and then click on the second error to see its contents.

I'd like to target 8.7 for this since I think it's important in allowing users and us to triage issues, however, we do have a backlog of bugs we're already working through. Added to 3/1 agenda to discuss with team.
